An explanation of the significant differences between HUD and Department of Education definitions of homelessness
Collaboration with schools for HMIS data collection and point-in-time count participation is of increasing importance under HEARTH; however, student education records are afforded special privacy protections under the Family Educational Rights and Privacy Act (FERPA). Public pressure combined with confusion over schools’ obligations under FERPA often lead to concerns that stand in the way of full collaboration. We’ll talk about the scope of FERPA’s protections, the impact of FERPA with regard to HMIS participation, and the basics of notification and disclosure requirement.
While the number of homeless veterans overall is decreasing, the number of homeless women veterans is increasing. This memo examines factors that contribute to women veteran homelessness, characteristics of women veteran homelessness, and barriers to accessing services and appropriate interventions.
