Carolyn Wylie
Deputy Director
Carolyn provides a wide variety of technical assistance, training and support to communities and Continuums of Care (CoC) in their work to end homelessness. Carolyn leads our Solano County work, where Homebase currently provides support to the CoC, the Joint Powers Authority Board/Community Action Agency, and the Tripartite Advisory Board; guides the HMIS implementation; is conducting the biennial Community Services Block Grant Needs Assessment and Community Action Plan; and is updating the CoC Strategic Plan. Carolyn also assists communities with grant applications, provides capacity building, provides legal analyses of regulatory issues, and supports our Human Resources department. When at home, Carolyn is enjoying the limitless new discoveries, firsts, and joys in her first year of parenthood! Previously Carolyn has worked with legislators at the federal, state and local level, as well as for nonprofit and private businesses. She has a BA in History from the University of California, Santa Barbara, an MPP from Georgetown University McCourt School of Public Policy, and a JD from Georgetown University Law Center.
